Bumla Pass Guide

The Bumla permit is separate from your Inner Line Permit. It is completed locally through the Deputy Commissioner's office in Tawang town with Army clearance — timing varies with administrative and security conditions rather than following a fixed schedule — and it requires original photo identification for every traveller plus the registration details of a locally permitted vehicle and driver.

Currently only Indian nationals are permitted at Bumla. Foreign nationals, including OCI holders, are not allowed up. Self-driven private cars are also not permitted — the vehicle must be locally registered and the driver cleared for the border road. We handle the paperwork locally in Tawang; access cannot be guaranteed in advance and depends on permit formalities, Army clearance, weather, security and road conditions.

Bumla is the highest point most travellers will ever reach by road. Going from Tawang's 3,048 metres to 4,633 metres in two and a half hours is a significant gain, and the air at the top holds roughly half the oxygen of sea level.

Go only after at least one full night at Tawang altitude. Do not go on your arrival day. Drink water steadily, skip alcohol the night before, walk slowly at the top and keep your visit to twenty or thirty minutes. Our itineraries are designed with sensible overnight halts and gradual altitude gain. Travellers with existing medical conditions should consult their doctor before visiting high-altitude areas, and descending is always the correct response to a worsening headache.

The last stretch is unsurfaced, rutted and slow, which is why the 37 kilometres take two and a half hours. On the way up you pass Y-Junction and can add Penga Teng Tso; on the way down most itineraries include Sangetsar Lake.

At the top there is the Army post, the Stone of Peace marking the site of ceremonial border personnel meetings, prayer flags, and a view directly into Tibet. Photography restrictions apply and the jawans will tell you exactly what is permitted. Respect it without argument.

Heavy snow closes the road for extended spells between December and March, and it can shut at short notice in any month for operational reasons. Never build a trip whose only purpose is Bumla. If it closes, Mukto, Taktsang Gompa and the Zemithang road are excellent alternatives from Tawang.

Bumla sits at 4,633 metres on the Line of Actual Control, 37 kilometres north of Tawang town on an unsurfaced military road. It is not a scenic pass you drive over on the way somewhere. It is a dead end at an international border, visited in an authorised local vehicle from Tawang on a permit, on a road maintained by the Army, and the whole experience is shaped by that fact. The vehicle that brings you from Guwahati does not make this run — the Bumla, PT Tso and Sangetsar sector requires a separately authorised local vehicle.

The pass is one of the designated Border Personnel Meeting points between India and China, and the stone cairn where the two sides meet is the thing most travellers photograph. There is a small canteen, a memorial, and a great deal of wind. On a clear morning the view back down the Tawang valley is worth every hour of the drive.

Bumla Pass is open to Indian nationals only. Foreign nationals, including OCI cardholders, are not permitted regardless of what any permit agent claims. This is a standing restriction and it is not negotiable at the checkpoint.

Indian travellers additionally need a District Commissioner permit for the Bumla and Sangetsar sector, on top of the Inner Line Permit that got them into Arunachal Pradesh in the first place. The permits and ILP guide covers the base ILP process in full.

Formalities are completed locally in Tawang town on the day of travel, and exact timing varies, which is why the Bumla day starts early. We handle the paperwork for travellers booked with us and will let you know what documents to have ready.

Clearance is discretionary. It can be withheld for weather, road repair, convoy movement or reasons nobody explains. Access cannot be guaranteed in advance, and any operator promising fixed Bumla access weeks ahead is describing something they do not control.

Leaving Tawang the road is metalled for a few kilometres, then becomes a graded track of loose rock and, for much of the year, ice in the shaded turns. Average speed is under twenty kilometres an hour. Two and a half hours for 37 kilometres is normal, not pessimistic.

Most itineraries combine Bumla with Sangetsar Lake — the lake local guides will tell you was renamed Madhuri Lake after a film shot there in the 1990s — and with the P.T. Tso lake and Y-Junction on the way. That combination makes a six to seven hour day out of Tawang, which is why the sightseeing in town happens on a different day.

At 4,633 metres there is roughly 40 per cent less oxygen than at sea level, and you arrive there having slept at 3,048 metres. Even acclimatised travellers feel it: shortness of breath on the short walk to the cairn, mild headache, and a startling reluctance to hurry.

Sensible preparation is unglamorous. Sleep two nights at or below Tawang altitude first, hydrate aggressively, avoid alcohol the night before, eat a light breakfast, and move slowly at the top. Do not plan to run up the slope to the flags for a photograph. Wind chill is the other underestimated factor. Even in May the top can sit near freezing with a wind that makes gloves non-optional. In winter, sub-zero with driven snow is the baseline.

Travellers often blur these three together. They are very different visits, and understanding the difference stops you from over-planning a single day.
