Inner Line Permit (ILP) Guide for Arunachal Pradesh

The Inner Line Permit is a travel document required under the Bengal Eastern Frontier Regulation, 1873, for Indian citizens who are not residents of Arunachal Pradesh to enter the state. It exists to protect tribal land and manage movement in a border state, and it is enforced at physical checkposts rather than by spot-checking in towns.

On the Tawang route the first check is at Bhalukpong, where the road crosses from Assam into Arunachal. There are further checks on the Bumla, Zemithang and Mago roads.

The Arunachal Pradesh government runs an online ILP portal. You register, upload a photo and a government photo ID (Aadhaar, passport, voter ID or driving licence), state your entry point, dates and the districts you intend to visit, pay the fee and download the permit. Approval is usually quick but can take longer around holidays.

Two practical warnings. List every district you might enter, not just Tawang — Tawang and West Kameng are separate districts and travellers regularly get stopped for omitting one. And carry a printout; checkposts do not reliably have network to verify a phone screen.

ILPs are also issued at Arunachal Pradesh government offices, including Guwahati, Tezpur, Kolkata, Delhi, Shillong and at the Bhalukpong gate itself. The Bhalukpong counter is the fallback if your online permit has not come through; it works but adds an unpredictable wait to an already long driving day.

Foreign passport holders need a Protected Area Permit, not an ILP. PAPs are issued through the Ministry of Home Affairs and Indian missions, generally to groups (though the group requirement has been relaxed at times), and must name the exact route. Pakistani, Chinese and Afghan nationals face additional restrictions. Foreign nationals are not permitted at Bumla Pass under any circumstances.

PAP processing takes considerably longer than an ILP — plan on several weeks and start early.

Bumla Pass, PT Tso and Sangetsar Lake are visited in an authorised local vehicle from Tawang. The excursion needs an additional clearance completed locally in Tawang by the Deputy Commissioner's office with Army endorsement, on top of your ILP, and requires original photo ID and passport photographs. Timing varies and cannot be arranged in advance from outside the district, and access cannot be guaranteed — it is subject to permit formalities, Army clearance, weather, security and road conditions. Foreign nationals are not permitted to visit Bumla Pass.
